Tinubu Replaces NMDPRA CEO Farouk Ahmed Following Firestorm Of Corruption Scandal

IN A DRAMATIC confluence of defence and resignation, Engr. Farouk Ahmed, until Wednesday the Chief Executive Officer of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), has reportedly tendered his resignation, hours after issuing a sweeping, impassioned rebuttal to corruption allegations centred on his children’s education.

Engr. Ahmed’s exit, alongside that of Gbenga Komolafe of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), heralds a significant leadership transition in Nigeria’s crucial energy sector, initiated by President Bola Ahmed Tinubu.

The State House announced on Wednesday that President Tinubu had requested the Senate to expedite the confirmation of two new chief executives: Oritsemeyiwa Amanorisewo Eyesan for the NUPRC and Engineer Saidu Aliyu Mohammed for the NMDPRA.

The nominations followed the reported resignations of the two incumbents, both appointed in 2021 under the Presidency of Muhammadu Buhari, to lead the agencies created by the Petroleum Industry Act (PIA).

The Presidency’s terse press release, however, stood in stark contrast to an earlier statement published 24 hours earlier by the departing NMDPRA boss.

Entitled: “A Question of Integrity: Engr. Farouk Ahmed Responds,” the statement presented a passionate defence of his personal and professional conduct, framed as a necessary stand against forces angered by his regulatory reforms.

At the heart of the controversy were allegations by Alhaji Aliko Dangote, President of Dangote Group, that Ahmed had financed his children’s overseas education with millions of dollars inconsistent with his official income.

With a tone blending technical precision and palpable indignation, the engineer of over three decades in public service, dissected the claims.

“The allegation that I spent $5 million on my children’s Swiss secondary education is presented as evidence of corruption inconsistent with my official income. This requires factual correction,” Ahmed wrote.

He asserted that “three of my four children received substantial merit-based scholarships ranging from 40% to 65% of tuition costs,” with additional support stemming from his late father’s education trust and his own lifetime savings.

“My personal financial obligation,” he declared, “was entirely consistent with someone of my professional standing and length of service.”

Ahmed anchored his defence on a career he argued was built on technical merit rather than political patronage.

“Since 1991, I have dedicated my professional life to Nigeria’s petroleum sector, rising through merit and competence… This journey has been guided by a single unwavering principle: The national interest of Nigeria transcends all personal considerations.”

He directly linked the timing of the allegations to his agency’s enforcement actions.

“These allegations resurface precisely when NMDPRA has enforced quality standards revealing substandard petroleum products in the market, implemented stricter licensing requirements, and insisted on transparent pricing mechanisms that eliminate opacity benefiting certain market players. This timing is not coincidental.”

In a bold challenge to his accusers, Ahmed issued a public invitation for scrutiny: “I formally and publicly request the Code of Conduct Bureau to conduct comprehensive review of all my asset declarations since 1991… I will cooperate fully, provide all documentation, and answer all questions under oath if required.”

He concluded with a declaration: “If the price of regulatory independence is personal attacks and manufactured scandals, I accept that price.” A day after this impassioned defence, his resignation was announced.

President Tinubu moved swiftly to nominate successors, highlighting their extensive industry credentials.

Engineer Saidu Aliyu Mohammed, the proposed NMDPRA head, is a chemical engineering graduate and former Managing Director of the Kaduna Refining and Petrochemical Company, credited with pivotal roles in major gas projects including the AKK Gas Pipeline.

The simultaneous departure of both regulatory chiefs seemingly points to a decisive leadership reset in Nigeria’s oil and gas sector.

While the official State House communication made no mention of the preceding controversy, the juxtaposition of events paints a portrait of a regulator exiting on a note of defiance, though with deep public circumspection in view of the very opaque nature of operations in the oil and gas sector for over three decades.

The unfolding episodes yet markes the intense pressures and complex intersections of personal integrity, professional mandate, and powerful commercial interests that define Nigeria’s struggle to reform its most critical economic sector.
