A PUBLIC affairs analyst and former president of both the Nigeria Union of Journalists and the African Union of Journalists, Lanre Ogundipe, has raised strong objections to the nomination of Mainasara Illo as Executive Secretary of the Nigeria Anti-Doping Agency (NADA), warning that the appointment risks undermining nearly two decades of institutional progress in the country’s fight against doping in sports.
In a petition addressed to the Senate Committee on Sports, Ogundipe argued that the nomination submitted for Senate confirmation fails to meet the statutory requirements for professional competence stipulated in the Nigeria Anti-Doping Act, potentially exposing Nigeria to international sanctions and reversing hard-won gains in global sporting credibility.
Ogundipe urged the Committee to ensure that Nigeria’s hard-won sporting reform is not undermined by political patronage at this critical juncture.
President Bola Ahmed Tinubu had on March 9, 2026, sought the Senate’s confirmation of Illo’s appointment, citing Section 15 of the Nigerian Anti-Doping Act 2025.
The President’s request was referred to the Senate Committees on Narcotics and Sports for screening and report back to the Senate as soon as practicable.
A Reform Born Out of Crisis
Ogundipe’s petition traces Nigeria’s two-decade struggle to maintain compliance with the global anti-doping code administered by the World Anti-Doping Agency (WADA).
Ogundipe said for many years, the country relied on the National Anti-Doping Committee, an interim structure lacking both statutory authority and operational independence, an institutional weakness he said repeatedly exposed Nigeria to compliance risks.
The situation reached a critical point following several high-profile doping scandals involving elite Nigerian athletes, including Olympic sprinter, Blessing Okagbare, Divine Oduduru, and Blessing Solomon.
These cases, Ogundipe stressed, raised serious concerns among international sporting regulators regarding Nigeria’s anti-doping enforcement capacity. “The message from international regulators was unmistakable: Nigeria needed a credible, independent, and technically competent anti-doping authority,” Ogundipe stated in his petition.
The Legislative Reform That Prevented Sanctions
According to the petition, the reform effort gained momentum under former Sports Minister, John Enoh, who approached the Presidency to initiate legislation creating an independent anti-doping authority. Technical experts in sports medicine, anti-doping governance, and regulatory compliance worked closely with the Office of the Attorney-General of the Federation and international stakeholders during the drafting of the legislation, said the petitioner.
According to Ogundipe, the resulting Nigeria Anti-Doping Act deliberately located the agency under the Office of the Secretary to the Government of the Federation (SGF) to ensure operational independence from political sports authorities.
He stressed that this institutional model mirrors global best practice seen in organisations such as the South African Institute for Drug-Free Sport, Sport Integrity Australia, and the Anti-Doping Agency of Kenya, all of which operate independently to avoid conflicts of interest within sports governance systems.
Statutory Requirements Versus Nominee’s Background
The petition highlights specific statutory requirements under the Nigeria Anti-Doping Act, which mandates that the Executive Secretary possess “relevant professional qualifications,” “demonstrable experience in anti-doping governance or sports science,” and “managerial competence necessary to administer a national anti-doping programme.”
Ogundipe contends that public reports indicate Illo’s professional background is primarily associated with sports journalism and broadcasting, sports event administration, and sports bidding activities, including serving as Chairman of the Bid Committee for the 2030 Commonwealth Games and as a member of the Local Organising Committee for the 2009 FIFA U-17 World Cup.
“While these experiences may be relevant to sports promotion or event organisation, they do not constitute specialised expertise in anti-doping governance,” Ogundipe argues as he presents a comparative assessment showing what he describes as a disparity between statutory requirements vis-à-vis the nominee’s background, namely:
- Minimum professional experience in anti-doping governance: No verifiable anti-doping operational experience
- Experience in sports medicine or sports science: No record of sports medical or anti-doping research involvement
- Experience in anti-doping regulatory compliance: No documented participation in national testing programmes
- Knowledge of WADA code implementation: No public record of technical anti-doping training
- Anti-Doping Governance: A Specialised Field
The petition emphasises that anti-doping administration involves complex regulatory functions including national athlete testing programmes, laboratory coordination for biological sample analysis, therapeutic use exemption administration, doping investigations and intelligence gathering, compliance reporting to international regulators, and disciplinary results-management processes.
“These responsibilities require specialised knowledge and professional experience,” Ogundipe stressed. “Anti-doping governance is not simply administrative work. It involves complex systems such as athlete biological monitoring, doping control testing protocols, and investigative intelligence gathering.”
Nigeria’s Anti-Doping Experts Being Sidelined
The petition draws attention to several internationally respected Nigerian anti-doping professionals who played key roles in developing the country’s anti-doping governance system but have allegedly been sidelined in the selection process.
Among them are Mrs. Fadeke Fadebiyi, the immediate past head of the National Anti-Doping Committee who helped Nigeria avoid WADA sanctions on several occasions; Prof. Ken Anugueje, a sports scientist and medical practitioner with significant anti-doping experience within athletics governance; Dr. Samuel Ogbondeminu, a sports physician and former Head of Medical and Anti-Doping for the African Union Games who received commendation from international regulators during the Accra African Games; Dr. Akin Amao, a respected sports medicine practitioner involved in anti-doping adjudication processes; and Pharm. Femi Ayorinde, an experienced anti-doping testing specialist and former head of the National Anti-Doping Committee.
“The apparent exclusion of these professionals from leadership consideration raises questions about the selection process,” the petition states.
How Nigeria Nearly Faced Olympic Sanctions
The petition recalls that in the period leading up to the 2024 Summer Olympics, Nigeria came dangerously close to international sanctions due to concerns about anti-doping compliance.
It stated that sports governance officials acknowledged that Nigerian athletes risked competing under neutral status if urgent reforms had not been implemented.
In February 2024, WADA referred Nigeria to the Court of Arbitration for Sport (CAS) over alleged non-compliance with anti-doping rules, following sanctions imposed in November 2023 for failing to address “critical requirements” in the country’s anti-doping programme. The potential consequences included the country’s flag not being flown at the Paris Olympic Games and athletes being forced to compete as neutral individuals.
“The creation of the anti-doping authority was intended to prevent that scenario,” Ogundipe noted.
Possible International Consequences
The petition outlines severe potential consequences of maintaining an anti-doping governance system not aligned with international standards. These include; declaration of national non-compliance by WADA; suspension of Nigerian sports federations; restriction of Nigerian athletes from international competitions; loss of rights to host global sporting events; and reputational damage to Nigerian sports institutions.
“Countries deemed non-compliant with international anti-doping regulations can face sanctions that include suspension of national federations, restrictions on athletes competing internationally, and loss of rights to host global sporting events. In extreme cases, athletes from affected countries may be forced to compete under neutral status rather than their national flags,” the petition warns.
The All-Africa Games Governance Controversy
The petition also references Nigeria’s sports governance history, which has witnessed administrative controversies linked to major sporting events including the 2003 All-Africa Games. “These historical governance challenges underscore the importance of placing technically competent professionals in regulatory positions,” Ogundipe argued.
Request for Senate Oversight
In light of these concerns, the Ogundipe asked the Senate Committee on Sports to conduct rigorous scrutiny of the nomination submitted for the leadership of the Nigeria Anti-Doping Agency and urged the committee to determine whether the nominee possesses the statutory competence required to safeguard Nigeria’s compliance with international anti-doping regulations.
Test of National Commitment
The petition concludes by emphasising the historic significance of the moment: “The establishment of Nigeria’s Anti-Doping Agency represents one of the most important reforms in the country’s sports governance history. Allowing political patronage to override professional competence at this critical stage risks reversing nearly two decades of institutional progress.
“The Senate Committee on Sports therefore holds a historic responsibility to ensure that leadership of the agency reflects the highest standards of expertise, independence, and regulatory credibility,” Ogundipe stated, adding that “For a nation that prides itself on sporting excellence, the integrity of its anti-doping governance system is not merely a bureaucratic matter. It is a test of national commitment to fair competition. And the world is watching”.
