        Group Demands Independent Probe Into Alleged ‘Raping Festival’ In Delta Community

        THE RULE of Law and Empowerment Initiative (PWAN) has called for an immediate, independent investigation into reports of an alleged “raping festival” in Ozoro Community of Delta State, describing the incident as a serious test of Nigeria’s justice system.

        In a press release issued on March 21, 2026, the organisation acknowledged the public condemnation by the Delta State Police Command and reported arrests already made. However, PWAN stressed that initial actions must be followed by “credible, time-bound and transparent processes” to ensure justice is served.

        PWAN specifically called for an immediate and independent investigation with regular public updates on progress. It also urged authorities to identify and prosecute all perpetrators, including individuals captured in video evidence circulating online. The organisation further demanded a thorough examination of any possible complicity, negligence, or command responsibility where applicable, alongside full compliance with due process.

        Describing the situation as a “critical test” of the responsiveness and credibility of the Nigeria Police Force and the broader justice system, PWAN called on stakeholders at all levels to take decisive action.

        The organisation urged traditional and community leaders to move beyond condemnation and take active responsibility in preventing a recurrence, including dismantling harmful cultural practices. It also called on state authorities to strengthen oversight of community-level practices that pose risks to women and girls.

        In addition, PWAN appealed to civil society organisations and the National Human Rights Commission to closely monitor developments and ensure accountability throughout the process.

        Beyond investigation and prosecution, the organisation emphasised the need for urgent support for survivors. It called for immediate access to medical and forensic services, psychosocial support, legal aid and protection services. PWAN also highlighted the importance of measures to prevent stigma, retaliation and secondary victimisation.

        The group warned that failure to prioritise survivor protection could compound harm and discourage reporting of similar incidents. It noted that the alleged event reflects a broader and persistent challenge involving harmful social norms, weak enforcement of gender-based violence laws and gaps in institutional response.

        PWAN reiterated its demand for swift, transparent action, stressing that justice must not only be done but must also be seen to be done.
