A TERRITORY can register alarming scores across multiple indicators and still leave a fundamental question unanswered: are the forces undermining state sovereignty operating independently, or have they begun reinforcing one another to create a self-sustaining alternative order?

This distinction matters. A state may experience economic extraction by armed groups, territorial insecurity and the weakening of public legitimacy simultaneously. Yet the presence of these conditions does not necessarily mean they have combined into a resilient system capable of reproducing itself despite government intervention.

The challenge is to establish not merely whether sovereignty is weakening, but whether the forces responsible for that weakening have begun to reinforce one another.

This is the problem addressed by the Convergence Indicator of the Decoupling Sovereignty Index (DSI).

In the earlier instalments of this series, we introduced the DSI as a quantitative diagnostic instrument developed to assess the gap between a state’s formal sovereignty and the realities of authority, security, territorial control and institutional performance within its territory.

ALSO READ: The Rule of Law, Nigeria’s Only Hope For Survival (3); By Hassan Gimba

We examined its three diagnostic vectors—Money, Land and Mind—and introduced the 19 universal indicators through which the instrument seeks to make territorial decoupling systematically observable.

The indicators provide the underlying measurements. But measurements alone cannot fully explain the relationships among the conditions they describe.

Two territories might register comparable levels of insecurity yet face fundamentally different challenges. In one, the loss of state authority may be concentrated in a particular sector, leaving other institutions and territorial arrangements relatively resilient. In the other, economic extraction may finance territorial expansion, territorial control may facilitate coercive rule, and that rule may progressively displace the state’s capacity to regulate everyday life.

The second territory presents a more complex problem. Its weaknesses are not merely accumulating; they are becoming mutually reinforcing.

The DSI’s Convergence Indicator is designed to investigate this distinction.

From Separate Weaknesses to a Self-Reinforcing System

Sovereign decoupling does not necessarily follow a straight line. Weakness in one dimension of governance may remain contained, while another dimension continues to function.

A state might struggle to prevent kidnapping while retaining control over agricultural production and local dispute resolution. It might lose effective control over a rural corridor without losing the population’s confidence in its public institutions. Alternatively, it might maintain a visible security presence while failing to prevent the economic exploitation of residents.

ALSO READ: Ibrahim Muazzam And The Quest For Philosophical Understanding; By Jibrin Ibrahim

These are different configurations of decoupling, and each may require a different policy response.

The danger intensifies when the weaknesses begin feeding into one another.

Consider a territory in which a non-state armed organisation derives revenue from kidnapping, extortion or illegal taxation. The proceeds finance recruitment, weapons, logistics and further territorial expansion. Control over territory then enables the organisation to regulate movement, influence production, restrict access to markets and impose rules on residents.

As the organisation’s practical authority grows, it may become increasingly capable of extracting resources, protecting its economic networks and punishing those who resist its demands.

Some residents may comply because they fear retaliation. Others may depend on arrangements imposed by the organisation because formal institutions cannot provide effective alternatives. Still others may adjust their behaviour simply because the organisation has become a persistent feature of the local political and economic environment.

Such compliance must not automatically be interpreted as voluntary allegiance or legitimacy. Nevertheless, it can contribute to the organisation’s capacity to maintain control.

        The resulting relationship is circular.

Economic extraction finances territorial power. Territorial power enables further extraction. Coercive authority regulates behaviour, while the resulting compliance can make the organisation more difficult to displace.

Money reinforces Land, while the resulting arrangements affect the Mind vector through coercion, perceived legitimacy, competing allegiances and the population’s relationship with formal state institutions.

The three vectors begin to interact as parts of a larger system.

This is the central analytical proposition behind the Convergence Indicator: the significance of decoupling depends not only on the severity of individual weaknesses, but also on whether their interaction produces a more resilient alternative order.

        Why Convergence Matters

If the underlying indicators are moving in different directions, the resulting pattern may represent uneven or sectoral decoupling.

The state may be losing control over a particular economic activity while retaining the ability to protect the surrounding population. It may face territorial insecurity without having lost the credibility of its institutions. It may also retain opportunities to reverse a particular weakness through a targeted intervention.

ALSO READ: Pension Week 2026: Pension Protection As A Matter Of Dignity, Security And Social Justice; By Ivo Takor

Under such circumstances, a policy response can focus on the specific source of the problem while strengthening the institutions that remain functional.

However, where adverse conditions across Money, Land and Mind increasingly reinforce one another, interventions directed at individual symptoms may have limited effects.

A military operation might disrupt an armed organisation without dismantling the economic networks that finance its return. An economic development programme might increase commercial activity without protecting traders from extortion. A public information campaign might seek to rebuild trust while residents remain exposed to coercion.

In each case, the intervention addresses a genuine problem but may leave the relationships sustaining that problem largely intact.

The Convergence Indicator is intended to help analysts distinguish between these situations.

Its purpose is not simply to establish that several indicators have high scores. Rather, it is to assess whether the underlying evidence supports a finding that adverse conditions are interacting across the three vectors in ways that intensify and sustain decoupling.

This requires more than observing simultaneous deterioration. Researchers must identify the relevant relationships, establish the direction of the indicators and apply explicit rules for determining whether the evidence supports a convergence signal.

The distinction is essential to the DSI’s credibility as a quantitative instrument. High scores across multiple indicators may suggest a serious crisis, but the claim that the crisis has become self-reinforcing requires additional analytical justification.

The Event Horizon: When Shadow Authority Becomes Resilient

The DSI uses the term Event Horizon to describe a critical condition in which a Shadow Order has become sufficiently resilient and institutionally embedded that formal state intervention can no longer easily reverse its position. The concept draws attention to a potentially consequential transition.

At an earlier stage, a non-state organisation may exploit a specific weakness in state authority. Its activities may remain geographically limited, economically dependent on particular opportunities or vulnerable to targeted disruption.

ALSO READ: Nigeria And The Metaphor Of Fake Sleep; By Iduh Onah

As its power expands, however, it may develop a broader system of economic extraction, territorial control and coercive regulation. These capabilities can reinforce one another, enabling the organisation to survive interventions that address only one dimension of its power.

The territory may then become increasingly difficult to recover through isolated security operations or conventional development programmes.

An Event Horizon, in this analytical sense, is not simply a point at which violence reaches a particular level. It describes the possibility that an alternative order has acquired sufficient internal resilience to reproduce the conditions supporting its authority.

The distinction between resilience and legitimacy is important. A Shadow Order may persist without enjoying popular support. Its durability may depend on coercion, economic dependence, the absence of credible alternatives or the population’s inability to resist safely.

Nor does the concept imply that recovery becomes impossible after a particular threshold has been crossed. Rather, it signals the possibility that restoration will require a more comprehensive response than interventions designed to address individual symptoms.

For the DSI to operationalise the Event Horizon concept, the methodology must specify the evidence and decision rules required to distinguish severe but reversible decoupling from a more consolidated alternative order.

The concept provides an analytical proposition to investigate, not a universally established threshold that can be assumed to apply identically across territories.

Three Convergence Signals of Particular Importance

Within the DSI’s current indicator architecture, three designated combinations carry particular analytical significance. They illustrate how relationships among indicators can help identify broader patterns of territorial and institutional breakdown.

        1. M6 and L6: Agricultural Sovereignty Collapse

Agriculture is not merely an economic activity. In many vulnerable territories, it sustains household income, food availability, local markets and the productive use of land.

When agricultural livelihoods are undermined by economic pressures and territorial insecurity, the consequences can extend far beyond reduced output.

ALSO READ: Can The Labour Movement Really Confront Tinubu’s APC Government? By Abadom Lawrence Amechi

Farmers may abandon their fields because access is unsafe. Traders may be unable to transport produce. Disrupted production can reduce household income, while displacement can weaken the labour and commercial networks needed to restore agricultural activity.

Declining production may, in turn, increase economic vulnerability and deepen dependence on alternative sources of income or coercive arrangements.

The relationship between M6 and L6 is intended to flag conditions associated with the breakdown of agricultural sovereignty: a situation in which the practical capacity to sustain agricultural production and livelihoods is seriously compromised.

The analytical concern is the interaction between the relevant economic and territorial conditions, not simply the existence of agricultural decline.

        2. L7, L3 and MD5: Human Sovereignty Collapse

The second designated combination concerns the conditions under which people can live, move, maintain livelihoods and exercise agency within their communities.

Where territorial insecurity and competing systems of coercion become entrenched, residents may be forced to flee, abandon productive activities or reorganise their lives around the demands of armed actors.

Others may remain physically present but lose meaningful freedom of movement, access to essential resources or the ability to make ordinary decisions without fear.

These conditions affect more than physical security. They can weaken the social and economic foundations of community life and undermine the practical relationship between residents and the institutions expected to protect them.

The designated relationship among L7, L3 and MD5 is intended to signal this broader pattern of human sovereignty collapse.

ALSO READ: We Never Left Egypt, Only Prodigals Need To Return Home; By Owei Lakemfa

Here, human sovereignty refers to the practical conditions under which people can exercise agency and sustain ordinary life. It does not replace or negate the legal sovereignty of the state.

The distinction matters because a territory may remain internationally recognised as part of a sovereign state while its residents experience severe constraints on their everyday freedom and security.

        3. L5 and MD1: Justice Sovereignty Collapse

The third combination addresses the practical authority of the state in the administration and enforcement of justice.

Where formal institutions cannot reliably protect residents, resolve disputes or enforce legal decisions, alternative arrangements may emerge.

These arrangements can be imposed by armed organisations or maintained by other authorities operating beyond the state’s effective reach. Residents may comply because the alternatives are inaccessible, because they perceive an alternative arrangement as more predictable, or because resistance carries unacceptable risks.

Predictability under these conditions should not be confused with fairness, legitimacy or voluntary acceptance.

The relationship between L5 and MD1 is intended to flag circumstances in which the state’s effective authority over justice is seriously compromised.

The consequences may extend beyond individual disputes. When residents cannot depend on formal institutions for protection or redress, the credibility of those institutions may decline further. That weakening can make it harder for the state to rebuild public confidence and restore its authority.

These three designated combinations demonstrate the intended analytical value of convergence signals: they direct attention to relationships among indicators that may reveal broader patterns of breakdown.

Their exact definitions and operational implications must be documented in the DSI methodology. The presence of a designated combination should not, without supporting evidence, be treated as conclusive proof that a particular form of collapse has occurred.

        From Measurement to Strategic Diagnosis

The Convergence Indicator occupies a distinct position within the DSI architecture.

The 19 universal indicators provide the underlying field measurements. The Convergence Indicator synthesises evidence about relationships among those measurements to help determine whether decoupling is sectoral, uneven or potentially self-reinforcing across the three vectors.

ALSO READ: The Dust On The Chessboard: Superpower Hubris, The Microchip Frontier, And The New Laws Of Warfare; By Lanre Ogundipe

It therefore addresses a question that individual indicator scores cannot answer on their own: are the forces undermining state authority developing into a mutually reinforcing system?

This question has direct implications for policy.

Where the evidence points to a relatively contained weakness, targeted interventions may be appropriate. Where the evidence indicates that economic extraction, territorial control and competing authority reinforce one another, interventions may need to address those relationships together.

The practical implications will depend on the circumstances of each territory. The DSI does not presume that all forms of convergence require an identical response, nor that one score can substitute for detailed contextual analysis.

Its contribution lies in providing a structured way to examine the systemic relationships that should inform that analysis.

The instrument’s value will ultimately depend on the transparency of its scoring rules, the quality of its evidence and the results of empirical application. These requirements are particularly important if the Convergence Indicator is to support comparisons across territories or guide decisions with substantial security and development consequences.

The DSI is being developed by Sundiata Post, with its methodological work administered through the Sundiata Post Knowledge Lab (SPKL). The forthcoming DSI Methodology and Indicator Manual will document the technical specifications and operational guidance required to support its application by researchers and policy practitioners across Africa and the Global South.

The Convergence Indicator represents one part of that developing architecture. Its task is to make the relationships sustaining decoupling more visible and to help analysts distinguish a collection of weaknesses from a system capable of reproducing them.

Yet diagnosis alone cannot determine whether a proposed recovery programme is structurally viable.

Even when the sources of decoupling are understood, the state must still confront another question: in what order should it rebuild the conditions required for effective authority?

That is the problem addressed by the DSI’s second higher-order diagnostic.

In the next instalment, we examine the Recovery Sequencing Score and the proposition that sustainable sovereign restoration depends not only on what governments do, but also on whether the conditions necessary for recovery are established in the right order.
