        Questions Over Scope Of New Nigeria-UK Migration Deal As Leaders Hail ‘Extensive’ Partnership

        NIGERIA and the United Kingdom have signed three agreements aimed at deepening bilateral cooperation on migration, border security, and business mobility.

        The memoranda of understanding (MoUs) were signed by Nigeria’s Minister of Interior, Dr Olubunmi Tunji-Ojo, during President Bola Ahmed Tinubu’s state visit to the UK, the first by a Nigerian leader in nearly four decades.

        While the agreements have been hailed by officials as a significant step forward in UK-Nigeria relations, a lack of publicly available details, particularly concerning the Migration Partnership, has prompted questions about the specific commitments and mechanisms outlined in the texts.

        The three instruments signed include a Memorandum of Understanding on Migration Partnership, a Statement of Intent on Cooperation on Organised Immigration Crime and Border Security, and a Memorandum of Understanding on the Expansion of Business Visas for UK companies operating in Nigeria.

        According to a statement from the Nigerian Ministry of Interior, the Migration Partnership establishes a “comprehensive framework” for promoting safe and regulated migration, with full respect for human rights and national laws.

        The second agreement outlines a three-year strategic plan between the UK Home Office and Nigeria’s Ministry of Interior to combat criminal networks involved in irregular migration.

        The third expands a business visa scheme to facilitate easier travel for employees of credible UK-based firms with verified business interests in Nigeria.

        Dr Tunji-Ojo described the agreements as a reflection of Nigeria’s commitment to a transparent migration framework aligned with national interests.

        “In building a trillion-dollar-worth economy, Nigeria must cut trade barriers such as barriers of irregular migration,” he stated.

        UK Home Secretary Shabana Mahmood was quoted as saying the partnership was extensive, adding: “I think we both understand one another and I think we have a shared vision here”.

        Despite the fanfare, the full text of the Memorandum of Understanding on Migration Partnership has not been released, and official summaries lack specifics on its operational provisions.

        The signing of these interior ministry-level agreements follows recent discussions between Nigerian and UK officials about “updating” a wider Migration and Returns MoU. In late February, the Minister of Interior and the British High Commissioner in Abuja were reported to be working on finalising such an updated document, focused on “efficient, lawful, and humane migration processes”.

        The migration and security pacts were signed alongside a major economic deal, with UK Export Finance guaranteeing a £746 million agreement to support the redevelopment of the Lagos Port Complex and TinCan Island Port. That deal will see British Steel supply 120,000 tonnes of steel, supporting UK jobs.

        During the signing, Dr Tunji-Ojo emphasised that the focus for the coming year would be on “achieving measurable progress and effective implementation”. However, with the details of the Migration Partnership not yet public, analysts and civil society groups are unable to scrutinise the benchmarks against which this progress will be measured.

        As at press time, neither the UK Home Office nor the Nigerian Ministry of Interior has yet provided specifics of the MoUs or a detailed summary of their clauses beyond the general descriptions released to the press.

        The News Agency of Nigeria (NAN) reports that the agreements are intended to foster cooperation, but a clear picture of the mutual obligations they create – particularly on returns and legal migration – remains unclear.
