        NHRC, Stakeholders Make Case For Access To Justice For PLHIV, Key Population

        THE NATIONAL Human Rights Commission (NHRC) and other Stakeholders on Monday intensified efforts to enhance access to justice for People Living with HIV (PLHIV) and Key Populations (KPs)

        Speaking at the 2026 Access to Justice Coordination by NHRC in partnership with other stakeholders including Global Fund Grant Cycle 7 (GC7), Dr Tony Ojukwu, SAN, said limited Access to Justice remains a major obstacle for PLHIV and key populations in Nigeria.

        “Also thanked Global Fund, NACA, UN, CSOs, and other networks, saying that Global Fund Grant Cycle 7 (GC7) aid boosted rights protections in Nigeria.

        “In spite of progress, the landscape for PLHIV and Key Populations remains fraught with persistent challenges, stigma and discrimination continue to hinder access to health services, employment, education, and community life, undermining dignity and equal treatment for many Nigerians.

        “Legal and Institutional Barriers, including criminalisation based on sexual orientation and identity, exacerbate exclusion and often lead to arbitrary arrests, torture, and cruel or degrading treatment.

        “Limited Access to Justice remains a major obstacle, particularly for vulnerable and impoverished individuals who cannot navigate complex legal processes without support.

        “Many are unaware of their rights or unable to access effective redress. These challenges underscore why events like these are symbolic,” he said.

        Ojukwu said that the commission pushes class actions and redress with Emergency Response Framework that is close to completion.

        He noted that NHRC has trained community advocates nationwide and has also sensitised the Police on rights respect and accountability.

        He urged rights-based approaches to ensure that no one is left behind as the Forum drives a new change in the way persons living with HIV and Key Populations are treated.

        The Project Coordinator, Mr Hilary Ogbonna, observed that the forum has played a tremendous role in the protection of key PLHIV and key populations in the country.

        Ogbonna, who is also the Human Rights Adviser to the Executive Secretary, highlighted progress made by NHRC, NACA, and other partners.

        He recalled a successful train-the-trainer workshop in Keffi, Nasarawa State.

        He stated that more workshops will roll out nationwide to empower trainers on rights protection of the vulnerable groups including PLHIV and Key Populations.

        Also speaking, the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi, SAN, represented by Apolmida Tsamamani, the State Counsel in the Ministry of Justice, pledged action on forum’s action points.

        The NACA Director-General, Dr Temitope Ilori’s represented by Head of Legal, praised NHRC for championing the rights of marginalised persons.

        Ilori pointed out that empowerment and accountability mechanisms are vital to improved protections of citizens including the vulnerable populations. (NAN)
