        • Says Governance Must Be Measured By Human Impact
        • Presents Comprehensive Vision

A LEADING contender and governorship flagbearer of the Peoples Democratic Party (PDP) in Abia State for the 2027 General Elections, Dr Kelechi Anosike, has unveiled what he describes as a comprehensive welfare-centred blueprint designed to redefine governance in not only the state but the entire country and Africa.

Speaking at a press briefing at the Royalton Hotel in Abuja, Dr Anosike presented an ambitious policy framework anchored on what he called “welfarist governance,” arguing that the true measure of government performance should not only be the number of roads, bridges or physical structures built, but more importantly, the extent to which citizens experience improvements in their daily lives.

According to him, governance must place people at the centre of development, ensuring that economic growth translates into tangible benefits in healthcare, education, employment, food security and social protection.

“Our government will not be measured by brick and mortar alone,” he declared. “It will be measured by the well-being of the people.”

        ‘People First, Abia Always’

At the heart of Anosike’s campaign message is the slogan, “People First, Abia Always,” which he said encapsulates his philosophy of governance.

The governorship hopeful argued that every Abian in need should be regarded as a priority rather than a burden, stressing that government policies should be designed around the realities faced by ordinary citizens.

He maintained that while infrastructure remains important, development loses meaning if citizens continue to struggle with poverty, unemployment, inadequate healthcare and declining living standards.

Drawing comparisons with the current administration, Anosike acknowledged improvements in road construction across the state but insisted that infrastructure spending alone cannot sufficiently address the challenges confronting residents.

According to him, increased government revenues should be reflected not only in physical projects but also in expanded social programmes and improved welfare outcomes.

        Seven Pillars of Welfarist Governance

Central to Anosike’s presentation was a detailed explanation of seven policy pillars he said would underpin his administration if elected governor.

The first pillar focuses on economic welfare, with emphasis on wealth creation, entrepreneurship and job generation.

Under this framework, he proposed financing schemes for small and medium-sized enterprises, grants for entrepreneurs, industrial development initiatives and programmes aimed at expanding market opportunities for businesses.

He argued that economic prosperity should be visible in households across the state, adding that government must play a more active role in supporting entrepreneurs and stimulating local industries.

Complementing this is a social protection programme targeted at vulnerable groups, including senior citizens, persons living with disabilities and low-income households.

Anosike said the objective is to ensure that no resident is left behind and that social support mechanisms are established to cushion the effects of economic hardship.

        Healthcare Reform as a Cornerstone

Healthcare featured prominently in the aspirant’s vision for the state. He proposed the establishment of a state-backed health insurance system designed to provide affordable medical care for residents, particularly retirees and vulnerable groups.

The plan includes the construction of dedicated health insurance hospitals in Umuahia and Aba, as well as the revitalisation of primary healthcare centres across all 17 local government areas of the state.

Anosike also pledged to introduce free maternal healthcare services and drug subsidy programmes, arguing that access to quality healthcare should not be determined by income levels.

According to him, healthier citizens invariably contribute to stronger economic productivity and broader social development.

He further emphasised the need for sustainable healthcare financing, proposing a model in which government shoulders a significant portion of medical costs while citizens contribute affordable premiums through an insurance framework.

        Education Beyond Academic Certificates

In the area of education, Anosike advocated a shift from certificate-driven learning to practical, skills-based education.

He promised to restore bursary schemes and scholarship programmes while investing in the rehabilitation of educational infrastructure across the state.

A major highlight of his proposal is the introduction of compulsory skill acquisition programmes at both secondary and tertiary education levels.

Under the initiative, students would graduate not only with academic qualifications but also with practical competencies capable of generating income and fostering self-employment.

The aspirant argued that equipping young people with marketable skills would significantly reduce unemployment and dependence on scarce white-collar jobs.

To reinforce this objective, he proposed entrepreneurship grants for graduates seeking to establish businesses after completing their studies.

Harnessing Youth Potential and Global Opportunities

Recognising the growing influence of technology and remote work in the global economy, Anosike outlined plans to establish technology hubs and create a new institution known as the Abia Labour and Global Opportunities Agency (ALGOA).

The agency, he explained, would train young people and connect them with remote employment opportunities from international companies, enabling them to earn foreign income while residing in Abia.

He noted that many global businesses increasingly rely on virtual workforces and argued that Abia’s youthful population should be strategically positioned to benefit from these emerging opportunities.

Sports development also forms part of the proposed youth empowerment strategy. Anosike pledged support for football academies and sports facilities designed to nurture talent and revive the state’s sporting reputation.

        Formalising the Informal Economy

One of the more innovative elements of Anosike’s blueprint is the proposed creation of the Abia State Informal Sector Development and Regulatory Agency (ASIDRA).

According to Anosike, the agency would organise, regulate and certify artisans, mechanics, plumbers, electricians, estate agents and other informal sector operators.

He argued that formal certification would improve professional standards, enhance accountability and create opportunities for skilled workers to access employment both locally and internationally.

The initiative, he said, would also help reduce fraud and malpractice while strengthening confidence in the services provided by informal sector practitioners.

        Agriculture and Food Security

Agriculture occupies a central place in Anosike’s vision through a proposed programme he tagged as Operation Feed Abia (OFA).

The initiative, he said, is designed to encourage a return to farming through the development of modern farm settlements equipped with internet access, sporting facilities and other amenities aimed at attracting young people to agriculture.

He also proposed the revival of agricultural extension services to provide farmers with technical support and training on modern cultivation methods.

According to him, improved farming practices would not only increase productivity but also enable Abia farmers to meet international export standards.

The broader goal, he said, is to achieve food security and ensure that no resident goes to bed hungry.

Workers’ Welfare and Civil Service Reform

For the state workforce, Anosike promised sweeping reforms aimed at improving productivity and professional standards.

His plans include the establishment of a civil service college, executive training programmes and continuous capacity-building initiatives for public servants.

He also pledged to pay salaries above the national minimum wage and create a more efficient and motivated civil service capable of driving development across the state.

        Experience, Leadership and Political Journey

Beyond policy prescriptions, Anosike used the occasion to highlight his academic, professional and political credentials.

A lawyer, author and businessman, he recounted his years as a student leader at Abia State University, where he simultaneously headed multiple student associations and authored a legal textbook that was later adopted for academic use.

He also traced his political involvement in the PDP to 2005 and spoke extensively about his experiences within the party, including participation in national screening exercises and previous electoral contests.

Anosike highlighted his postgraduate studies in Scotland, leadership roles in international energy organisations and subsequent business ventures, presenting them as evidence of the exposure and expertise required for effective governance.

        Framing the 2027 Debate

As political activities begin to intensify ahead of the next governorship election, Anosike appears determined to frame the conversation around welfare, social protection and human-centred development.

While acknowledging infrastructure achievements under the current administration, he insists that the ultimate test of leadership lies in the quality of life experienced by citizens.

His message throughout the presentation remained consistent: governments should be judged not merely by the roads they build, but by the lives they improve. Whether that message resonates with voters across Abia State remains to be seen.

However, the PDP aspirant has clearly positioned himself as an advocate of a governance model that prioritises welfare, inclusion and economic opportunity as the foundation of sustainable development.
